Public Meeting # 2 |

The second public meeting for Section C10 was held on October 16, 2003 at
the McClellandtown Volunteer Fire Company Firehall in McClellandtown, PA
in an effort to keep the public informed of the project’s progress. The
community was invited to view the preliminary engineering plans display
and offer any suggestions or express any concerns as the project continues
to move forward into the Design Field View phase. It was pointed out by the design team that as a result of the involvement of the Public Advisory Committee (PAC), Jughandle #1 was relocated to the east of Edenborn/Springer Road to provide a turnaround point for a greater number of residents. The committee was also influential in the provision of slotted left turn lanes at the Edenborn/Springer Road intersection for emergency access off S.R. 0021. Appreciation was expressed to the PAC for their time and effort. The public was asked for comments, and some additional concerns brought up by the residents included access for driveways, impacts to residences, traffic volumes from individual local businesses and convenience of deliveries to the businesses along the corridor. The design team will further evaluate these issues to determine any workable solutions to these concerns. Representatives of the PENNDOT Right-of-Way Unit were available to answer any questions. Another useful tool used by the design team was a Geographical Information System (GIS) presentation, which included the proposed project and surrounding area overlaid on aerial photography, electronic displays of deed information, property boundaries and digital photographs of each parcel. The ability to address questions and concerns from the public regarding the project’s effect on them was enhanced by the large volume of information that could be accessed quickly using the GIS database. A total of 27 residents attended the Public Meeting. As this much needed project progresses into Final Design, additional Public Meetings are planned in the future to keep the community and public informed. |
